The pace to deploy ICTs in the civil service, the public sector and the private business of the economy to attain better results from their endeavours is fast increasing. The civil service and the public sectors are presently the major purchasers of the ICT products and services to automate their vast activities. Government departments should, therefore, initially undertake careful planning exercises before going into the procurement and installation ventures since they involve a huge share of the nation's resources

The planning should undergo various phases from needs assessment to pre-qualifying and short-listing of potential ICT companies through their IT departments or the appointment of consultants. This does not only avoid the acquisition of inferior products but also guarantee the efficient utilization of time and scarce resources in the introduction of the technologies. It is now time for the responsible government bodies to set clearly defined guidelines for a transparent tendering and bid processing procedures so as to ensure minimum standards of behaviour and conduct at all level in the transaction. A procedure that regulates the supply and installation of ICTs shall ensure sober practice, create trust in the ICT community, avoid unfair competition and save time and resources for the parties concerned.
